From mid-May to mid-September Mamaia runs at a dense summer pace: the Mamaia boulevard is packed with cars, restaurant terraces are full, and hotels keep occupancy close to the maximum. From October to April around 70% of venues close, and the resort becomes an almost deserted strip with the sea outside the window.

Mamaia as a seasonal residence and Mamaia as a place to live permanently are two different scenarios on the same stretch of coast. Buying for the summer and buying for year-round living solve different problems here.

Mamaia in detail

The zones of Mamaia: Sud, Centru, Exterior Nord

Mamaia Sud is the southern part, closer to Constanța. It holds what remains of the socialist-era hotel stock, partly converted into apartments. Prices are lower than in the rest of the resort: on the secondary market from €1 500 per square metre, with two-room apartments indicatively from €100 000.

Mamaia Centru is the central part. This is where the Mamaia casino stands (a 1934 interwar building, reopened after restoration in May 2025), along with the main pedestrian activity and most of the restaurants and bars. Purchase prices are indicatively €2 000–2 500 per square metre, depending on condition and floor.

Mamaia Exterior Nord is the northern part of the resort, with the newest housing stock and the widest beaches. This is where the projects of the last 5–7 years by the major local developers are concentrated — Solid House (with around 16 projects in the region), One United Properties (the One Mamaia Nord complex), Panoramis Residence and several others. Prices for two- and three-room apartments in new builds are in the €400 000–€540 000 range according to public listings.

In the coming years new projects in the northern corridor are due to be added to the existing stock. Check the specific completion dates, phases and unit plans directly with the developers — the Mamaia Nord market moves quickly.

Seasonality: summer vs winter

The tourist season usually runs from mid-May to mid-September, with the real peak in the last two weeks of July and the first two weeks of August. In this period rooms in 5-star hotels go for several hundred euros a night on average (the exact figures depend heavily on category and season — check booking.com), restaurants are booked in advance, parking is paid along the whole boulevard and is often full by the morning.

In summer the resort runs close to full occupancy; in winter most properties stand idle. The season in Mamaia is short and concentrated in July–August, so the economics of letting are built on 10–14 peak weeks and a quiet off-season. A specific calculation of a letting scenario depends heavily on the zone, the condition of the property and the chosen tax structure — it makes sense to do it before buying.

Under Romanian law short-term letting requires registration under the cazare în regim hotelier regime and a choice of tax structure. There are three basic options: an SRL under the micro-enterprise regime (microîntreprindere), a PFA, or the individual regime. The rates, turnover thresholds and conditions of application change regularly (the latest amendments came with the 2023–2026 Fiscal Code reform package), so the current configuration is worth checking with an accountant at the time of the deal. The structure is best chosen together with a consultant before the deal.

Life in winter: what actually works

From October to March most restaurants in Mamaia are closed, along with all the nightclubs and most of the cafés and shops. The Lidl and Carrefour supermarkets at the entrance and within the resort area work year-round, as do a few cafés by the boulevard and some small private practices — but the main healthcare is concentrated in Constanța, including the large Sf. Apostol Andrei hospital.

There are no schools inside the resort. The nearest schools are in the Tomis Nord district, roughly 3–5 km from the southern edge of Mamaia. Clinics, specialists, private clinics — all of it is in Constanța. In winter the CT BUS city buses run far less often than in summer: intervals can grow from 10–15 minutes on the peak lines to 30–60 minutes.

For permanent living with a family and school-age children it is better to look at Constanța itself (Tomis Nord, Faleză Nord) or the town of Năvodari 10 km to the north. Mamaia as a permanent home works for childless couples and remote workers with a seasonal schedule who are prepared to accept that the resort is almost empty in winter.

What to try in Mamaia

Summer festivals and concerts: Mamaia hosts Neversea and Sunwaves, and major artists perform on the beaches and at Casino Mamaia. The beach clubs Stuff, Crema and Fratelli are the main nightlife spots from June to September.

Dining in season: the fish restaurants Marea Neagră and On Plonge (seafood), the Italian venues Vivo and Trattoria, the Romanian terraces Crama Doi Pași and Casa Bunicii. The average bill in season is €25–50.

Does it make sense to buy an apartment in Mamaia just for the summer?
Yes, it is one of the most common scenarios. The buyer uses the apartment 8–12 weeks a year; the rest of the time the property either stays locked up or is let short-term. Work out the running costs in advance (utilities, the association fee, property tax) for all 12 months. These payments run all year round, even if the apartment stands empty.
Is Mamaia suitable for remote work from Romania?
It suits a seasonal schedule: April–October by the sea, and a move to Constanța, Bucharest or abroad for the winter. For year-round remote work from a single base the resort is inconvenient. In winter the cafés, gyms and coworking spaces where a working day usually happens are closed, and most services stay shut until May.

By car along Bulevardul Mamaia it is 10–15 minutes to the centre out of season. In August the same trip takes 30–40 minutes because of traffic and parking problems. A taxi within the city limits usually comes to 25–35 RON.
