Housing prices in Lumina are lower than in the coastal locations: houses and plots with spacious land are noticeably cheaper than their equivalents in Constanța or Mamaia Nord — see the price section and the current offers further down the page for specific ranges.

Lumina in detail

What Lumina is

Administratively Lumina is a commune (commună) that includes the village of Lumina as well as the villages of Oituz and Sibioara. In this guide "Lumina" usually means the central village of the same name.

The location is away from the coast — about 8–10 km in a straight line to the Mamaia Nord beaches, or 15+ km by road via Năvodari, 20–25 minutes by car. To the centre of Constanța on the DN22 — 13–14 km, or 15–20 minutes by car at normal times.

The housing is predominantly private: houses with plots and new townhouses; individual multi-storey residential complexes have appeared only in recent years.

Prices and property types

The main format is private houses and building plots. Land plots of 500–1500 m² in Lumina cost less than comparable plots closer to Constanța or the coast (to verify, compare specific imobiliare.ro advertisements for Lumina vs Mihail Kogălniceanu vs Năvodari).

Finished houses are offered both on the secondary market (the old village housing) and as new builds — townhouses and villas by small developers built in recent years.

The rental market for apartments and houses in Lumina is small: there are few offers, and the average price is lower than in any district of Constanța. Current offers for the location are further down the page.

Transport and links with the city

The DN22 (Drumul Național 22) is the main road connecting Lumina with Constanța. From the edge of the village to the city centre — 13–14 km, 15–20 minutes by car outside rush hour. The A4 motorway — the western bypass of Constanța — also runs near Lumina.

Public transport consists of private suburban minibuses (maxi-taxi) between Constanța and the villages of the county. CT BUS serves the city of Constanța; the inclusion of Lumina in the CT BUS metropolitan network is planned, but the project is still at the pre-design stage. Check the private carriers' timetables at the stop or with the property owner.

Mihail Kogălniceanu Airport is 11 km from Lumina, about 15 minutes by car. That is closer than from the centre of Constanța.

Infrastructure

Lumina has basic village infrastructure: a general school (gimnaziu I–VIII), a primary-care medical point, several grocery shops and cafés.

For specialist medical care, larger shopping and lyceum education residents travel to Constanța. This is the standard way of life in a rural commune: everyday needs locally, specialist needs in the city.

Families with children above the 8th grade should plan on a daily trip to Constanța for the lyceum and extracurricular activities.

FAQ

Frequently asked questions about Lumina

How long does it take to get from Lumina to the centre of Constanța?
13–14 km on the DN22, about 15–20 minutes by car outside rush hour. At peak times (7:30–9:30 in the morning, 16:30–19:00 in the evening) — up to 30 minutes because of congestion at the entrance to the city.
Are there new builds in Lumina?
Yes, small projects have been appearing in recent years — townhouses and apartment buildings by small developers. The scale of development is nothing like the coast, but the market is gradually growing.
Is Lumina suitable for a family with children?
The location suits families who want a house with a plot and can drive their children to school in Constanța. Lumina itself has a school for grades I–VIII (gimnaziu); for the lyceum (IX–XII) and extracurricular activities — Constanța. Foreign children are enrolled in school through ISJ Constanța, with the sprijin lingvistic programme; the procedure is the same as for families living in Constanța itself.
Can I buy a plot to build on?
Yes, the plot market in Lumina is well developed. Plots of 500–1500 m² are available. But "building land" is not always literal: before buying, check the intravilan status (the plot is included in the village development plan) vs extravilan (outside the plan, where building is not allowed without a change of category), the commune's Plan Urbanistic General (PUG), and obtain a fresh extras de carte funciară (land registry extract). The planning certificate (certificat de urbanism) is issued by Primăria Lumina — it is the basis for building anything.
How far is the sea?
8–10 km in a straight line to the Mamaia Nord beaches, or 15+ km by road via Năvodari, 20–25 minutes by car. Lumina is not a resort location, which is why housing costs less than the coastal options.
Where do I start if I am considering relocating to Lumina?
Lumina is more often chosen by families to buy or build a house with a plot. It is worth checking the status of the plot in advance (intravilan vs extravilan, the commune's PUG, the extras de carte funciară) and deciding which format suits you — a finished house, a townhouse or building from scratch. If you are working through your own scenario, you can discuss it with an Alliance consultant in a separate conversation. Live offers in Lumina and the neighbouring communes are in the cards below.
