The decree opens this chain; it does not replace it.

What the decree gives and what it does not give without documents
The decree gives the main thing — a status that has no expiry date. What it does not give is the tools: formally you are an EU citizen, but in practice the status exists only on paper for now. Tickets are bought with another country's passport. The bank and transactions go by your old documents. Bulgarian registers do not see you: without registration with the municipality there is no EGN — the unified civil number — and without an EGN neither an ID card nor a passport is issued. An employer in the EU, a notary and an airline trust a document, not a decree. Checking whether the system sees you is simple: if you have an EGN, you are in the registers; if not, the route has not yet started. That is why the steps after the decree are not a formality but what puts the status to work.
Which documents are issued after the decree
The full set for a new citizen is 4 items.
The Ministry of Justice certificate of acquisition of citizenship — the basic document; it awaits you at the ministry together with the originals of the file.
Registration with the municipality: based on the foreign birth certificate with an apostille and translation, a Bulgarian birth record is drawn up, and a permanent and a current address are declared — if you have no address of your own in Bulgaria, the registration address in Sofia for Bulgarians from abroad is used.
EGN — unified civil number: assigned upon entry into the population register, it opens the way to documents.
ID card and passport — biometric documents of the Ministry of Interior: the card for life within the country and the EU, the passport for the rest of the world.
A separate point of attention is the spelling of your name: the Bulgarian transliteration is fixed at registration and carries over into all documents; changing it later is a separate procedure.
Procedure and timelines: 4 steps from the decree to the passport
Step 1 — the decree and the certificate. At the appointed time, the decree and the certificate are collected at the Ministry of Justice; the original documents of the file are returned there as well.
Step 2 — the municipality. Applications for the permanent and current address are filed, the birth record is registered, and an EGN is assigned. In practice this step takes about 2 weeks.
Step 3 — the ID card. An application to the Ministry of Interior at your permanent address or at a Bulgarian consulate; the document is biometric; when applying through a consulate, issue takes up to 45 days because of shipping, and in Bulgaria standard and express services are available.
Step 4 — the passport. It is obtained in the same way as the card; subsequent passports are also available through the Ministry of Foreign Affairs' e-services.
The exact duration of the whole route depends on the filing channel and the type of service — one date cannot be promised to everyone.
The decree has been issued but the documents have not: what to do
The direct answer: the right does not lapse — the decree has no expiry date, and the chain of steps remains the same. The good news: nothing has to be retaken — the interview and checks are behind you; only registrations lie ahead. The pause costs not the status but the time of access to it.

The most common mistake at this stage is trying to "start with the passport": without an EGN the application will not be accepted; the sequence in this route is strict.
