Who takes the exam and who is exempt from it
The exam is taken by general naturalization applicants — those who go for citizenship after 5 years of permanent residence in Bulgaria. The format is set by an ordinance of the Ministry of Education: a written test of 20 questions, the pass mark is 12 correct answers, sessions are held monthly, and a retake is possible no earlier than after 3 months. A diploma from a Bulgarian school or university replaces the test. None of this mechanism applies to descent: an applicant under Art. 15 of the Bulgarian Citizenship Act is exempt from the language requirement just as from the requirements on length of residence and income. It is important not to mix up the tracks: preparing for someone else's exam is the most common waste of time on this topic.
Where the language still comes up in the case
Three points.
The first is the documents: the application and the autobiography are submitted in Bulgarian and are prepared when the file is assembled. The autobiography is not a formality: in it the applicant describes the family line in their own words, and it must match the documents in the file down to dates and surnames.
