Temporary Protection to Residence Permit in Romania: A Step-by-Step Plan
Switching from temporary protection to a residence permit in Romania: a step-by-step plan
You can switch from temporary protection to your own residence permit in Romania at any time — without waiting for the protection to end and without giving it up while you prepare. The only condition: a residence permit requires a personal ground — work, business or family, and this ground takes time to prepare. EU states have agreed to extend temporary protection until March 4, 2028; the decision is in force from August 5, 2026.
You have been given time. This article is a plan for turning it into a status that depends on you, not on the next collective decision.
CAN YOU SWITCH FROM TEMPORARY PROTECTION TO A RESIDENCE PERMIT IN ROMANIA
Yes. The switch is available at any time while the protection is in effect: you do not need to wait for it to end or give up the status in advance. The protection continues to apply while you prepare the ground and assemble the file.
The difference between the two statuses is fundamental. Temporary protection is a collective mechanism: the state switches it on and extends it by its own decision, which you have no influence over. A residence permit is a personal status on your own ground: you are the one who renews it, and it does not depend on general decisions about protection.
As a general EU rule, years under temporary protection do not count toward the residence period for permanent residence. Every month on a personal status works for the future; months of waiting simply pass.
The count of years toward permanent residence, and then toward citizenship, is started by your own residence permit.
WHO CAN SWITCH: WORK, BUSINESS, FAMILY, STUDY
The switch is available to anyone who has a personal ground — or is ready to build one. There are 4 working grounds in Romania: an employment contract with a Romanian employer, your own business, family reunification and study.
Employment suits those whose employer is ready to handle the paperwork and keep the contract stable: the status will be tied to the employer. The family ground works when one of the spouses already holds their own status. Study is the route for those enrolling in a Romanian university.
For most families, the working structure is their own company: an SRL with real activity and an employment contract in your own company. Such a structure does not depend on other people’s decisions and combines status, income and an asset — the property is registered to the company and is rented out. You do not need to relocate for this: everything is built where you already live.
WHAT DOCUMENTS ARE NEEDED TO SWITCH TO A RESIDENCE PERMIT
The basic file is the same for all grounds: an international passport, proof of address, health insurance and proof of funds. The fourth block is the documents for the ground itself, and it is this block that decides the outcome of the case.
For employment, this is the employment contract and the employer’s documents. For business — the SRL registration documents, an account with a Romanian bank, active accounting and an employment contract in your own company. For family — marriage or kinship certificates with translation and legalization. For study — proof of enrollment.
The exact set depends on the ground and your situation: type of employment, family composition, origin of the documents. The list for a specific case is fixed before filing — this rules out returned files and repeat visits.
HOW THE SWITCH WORKS: STEP-BY-STEP PLAN AND TIMELINES
The plan consists of 5 steps. Preparation takes from a few weeks to 2–3 months depending on the ground; review of the filed file takes about 30 days in practice, and the period is extended if additional documents are requested.
Step 1. Assessment and choice of ground. The ground is chosen to fit your situation — income, family, plans — not the other way around.
Step 2. Building the ground. For business — registering the SRL, opening an account, launching the accounting, the employment contract. For employment — processing the documents with the employer.
Step 3. Assembling the file. Translation and legalization of Ukrainian documents, insurance, proof of address and funds.
Step 4. Filing. The file is submitted to the General Inspectorate for Immigration (IGI) at your place of residence.
Step 5. Decision and resident card. You receive the permis de ședere — and from that moment your personal residence period begins.
The review period depends on the inspectorate’s workload and the quality of the file: a request for additional documents extends the process. The calendar is determined not by the filing date but by the absence of reasons to return the file.
WHAT TO DO IF YOU HAVE PUT IT OFF UNTIL THE LAST MINUTE
Start now — by recording where you currently stand and choosing a ground. Lost months do not close the path, but every further month of waiting costs a month of residence time.
The plan “I’ll deal with it closer to the end of the protection” runs into 2 circumstances. First: a ground cannot be built in a month. An SRL becomes a ground not on the day of registration but when it has an account, accounting and an employment contract. Second: as the common deadlines approach, the inspectorate’s workload grows — filing in a quiet period goes faster and more predictably.
The order of steps is simple. Record what you already have in hand. Choose a ground that you can maintain for years, not just until the first filing.
Build it in parallel with the protection: the protection remains in place, and you lose nothing.
A separate case is when the file has already been submitted and was returned. A return is a normal working situation: the cause is eliminated, the documents are put in order, and the filing is repeated. The only thing worse than a return is a pause after it.
HOW ALLIANCE WORKS ON THE SWITCH TO A RESIDENCE PERMIT
Alliance handles the switch in full: strategy, the legal side, the bank, financial monitoring and coordination of all processes. Everything is official, under a contract that sets out the timelines, the amount and the working procedure; the company’s licenses are publicly available on the website.
Work begins with a free strategic assessment: an analysis of your situation, at least 2 routes, a budget and a sequence of steps. The assessment is carried out before any decisions and does not commit you to anything.
If the structure includes real estate, Armonia selects properties for the strategy. The division of roles is simple: Armonia shows the properties, Alliance protects the money and builds the structure. We do not promise automatic decisions: the ground is checked before filing — this protects your calendar and budget.
CONCLUSION: HOW TO TURN THE PROTECTION PERIOD INTO A STATUS
The time until March 4, 2028 is a resource, and you already have it. It either turns into a personal status, residence time and a working structure, or simply passes — and then the next decision on your stay is again made without you.
Do you need to give up temporary protection to apply for a residence permit?
No. The protection remains in effect while the ground and the file are being prepared. The switch happens at the moment your own status is issued, with no break in legal stay.
Will my wife and children also switch to a residence permit?
The ground for the family arises through reunification: when one of the spouses holds their own status, the documents are processed for the others. The composition of the family file is determined at the assessment.
How much does switching to a residence permit cost?
The amount depends on the ground and the scope of the package: a structure with an SRL and family reunification are different budgets. A single figure for everyone would be untrue. Your calculation is the result of the assessment, together with the route and the sequence of steps.
The first step is a free strategic assessment. Write the word ПЛАН in the Telegram chat @alliance_consulting_SRL: we will review your situation, suggest 2 possible routes, and calculate the budget and the sequence of actions. The assessment does not commit you to anything.
