A Ground for an EU Residence Permit: How to Build It from Your Own Asset While Temporary Protection Lasts
A ground for an EU residence permit: how to build it from your own asset while temporary protection lasts
Council of the EU Decision 2026/1912 has been in force since August 5: temporary protection has been extended until March 4, 2028. The horizon is set — but a pause does not become a status. According to the Centre for Economic Strategy, up to 3 million Ukrainians plan to stay in Europe, yet only 21% — one in five — have a ground for staying other than protection. We explain how a ground is built from your own asset: in months, remotely and without giving up protection. The material is structured as a working guide: from the legal framework to the mechanism, the checks and the first steps.
Why temporary protection is not a ground
Protection is an emergency mechanism introduced by an EU decision: it gives the right to stay and work, but it does not turn into a national residence permit automatically — not after one year, not after five. It ends, and by that moment a ground has either been built or not. On top of that, the one-status principle applies: when switching to a national residence permit, protection is given up. Hence the right order: the ground is prepared in advance, and the switch is made deliberately. It also matters that a national status lives under the laws of a specific country and does not depend on pan-European decisions about extensions — a different level of stability that a pause does not provide.
Paths to a ground — and whom they depend on
Reference guides list the paths: employment, study, family circumstances. Each comes with a cost of dependence. An employment ground belongs to the employer: their contract, their decision on renewal and on your paperwork. A study ground ends together with the program and requires paying for every year of it. A family ground cannot be planned. The fourth path is a ground built from your own asset: the only one where all the signatures are yours. The cost of dependence shows up at the worst moment: a change of management, a closed intake, changed circumstances — and the ground disappears along with the plans. A structure of your own does not depend on such events.
How a ground is built from an asset: the mechanism
The sequence is as follows. A Romanian company (SRL) is opened — remotely, in about a month, with the paperwork running in parallel with the property search. The company buys a renovated, furnished two-room apartment in Constanța for about €100,000; the building has been commissioned. The entry is 30%, around €30,000 of documented origin; the balance is an installment plan from the owner: no bank, no interest, 3 years, around €1,900 a month; ownership is registered upon the first payment. The company rents out the property and earns official income through accounting and the tax authority. The final element is an employment contract in your own company. The base is ready in approximately 4 months. All figures are orders of magnitude as of the publication date; exact amounts are calculated for the specific apartment and fixed in the contract. Roles in the structure are divided: Armonia handles the market side — selection and video viewings; Alliance handles the legal side: the company, checks, the transaction, support. A personal visit remains optional: the property and the office are in Constanța.
What the immigration service checks
Not the fact of registration, but whether the structure is alive: ownership of the property, the lease agreement, money moving through accounting, tax reporting, the employment contract and contributions. A company without activity looks like an empty shell and does not resolve any questions. In this structure, every stage produces a document — by the time of filing, the file is complete with no gaps. The decision on status is made by the state; what the support is responsible for is a file with nothing to find fault with. The chronology matters as much as the content: regular payments and reporting month after month read as the history of the structure — it cannot be assembled retroactively, only lived through. Gaps in the chronology are the main source of questions.
Building it does not affect your protection
The company, the purchase and the contract in Romania do not affect your status in your country of residence: protection, work and the children’s school stay as they are. The structure runs parallel to your current life. Protection is given up only at the moment the national status is deliberately activated — and not a day earlier. Obtaining a Romanian residence permit requires presence in Romania; support costs €1,300, approximately up to 4 months. The right sequence creates no gap between statuses: the application is filed from your current position, and the switch is formalized procedurally.
Timelines and costs
A turnkey company — €1,300, about a month. Entry into the property — around €30,000. Installment plan — 3 years interest-free. Base — about 4 months. Residence permit support upon activation — €1,300. Everything is formalized officially, under a contract: timelines, amounts and the working procedure; the company’s licenses are publicly available on the website. The origin of the entry funds is confirmed by documents — this is a condition of the transaction; preparing the confirmations is part of the support.
What happens if the status is never activated
The asset remains: an apartment owned by the company, official income, a working structure. The ground has no expiry date — it waits for your decision, and the value of the asset does not depend on the status. If a decision has already been made unsuccessfully — a “paper” company was bought, the wait has dragged on — the road is not closed: the sequence of steps changes. A “paper” company is built up into a working one, a drawn-out wait becomes a plan with dates — the assessment works out which of the steps already taken can be built into the structure.
One completed cycle from our practice. A family — husband and wife — lived in one of the EU countries. The entire structure was built remotely, without leaving their country of residence: the company, the property, the rental, official income. The transaction was fully remote: it was carried out in the morning, and in the evening the family signed the contract. Ownership was registered immediately, upon payment of the 30% down payment. The installment plan has been fully paid off. And when the family decided to move, the home was already their own — obtaining the residence permit took about 4 months; it requires presence in Romania. This is not a promise of a result but one completed cycle; terms for each property are calculated separately. The ground was ready before the decision — which is why activation took months. For the reader, the case has one key takeaway — the order: first the structure lived through its cycle and gathered documents, and only then did the status switch happen, quickly and without drama.
Where to start
The first step is a strategic assessment. It is free and carries no obligation: a review of your situation and a written answer on which ground can be built from it — with a budget and a sequence of steps. The code word is ОПОРА: write it in the comments or in direct messages on any Alliance channel. The assessment takes place remotely and takes one conversation — after that you decide with the calculation in hand. The work is formalized officially, under a contract: timelines, amounts and the working procedure are set out in advance, with no verbal arrangements.
