Yes. Citizenship or a European status is not required to buy real estate: in most EU countries a foreigner buys on an equal footing with local residents. The requirements are roughly the same everywhere — transparent money, a confirmed source of funds and notarial registration of the deal.
People ask about this more and more often: for a capital owner from Ukraine, property abroad has long ceased to be just an investment and has become an anchor — an asset in another jurisdiction that does not depend on what is happening at home. And the right to buy exists almost everywhere.
The difference between countries starts not with the right but with the entry price and with what the buyer is left with after the deal. In our structure, the apartment is registered not to an individual but to a Romanian company opened in the owner's name.
HOW MUCH AN APARTMENT IN THE EUROPEAN UNION COSTS AND HOW MUCH YOU NEED TO ENTER
A comparable two-room apartment in the European Union costs roughly €200,000–300,000. In Romania the same one costs about €100,000, and this is the easiest entry into European real estate that we see on the market.
The building has been put into operation — it is not a foundation pit. The down payment is 30%, about €30,000. The remainder is a 3-year installment plan from the owner, interest-free: about €70,000 over 36 months, roughly €1,900 per month; the exact amount is calculated for the specific apartment. Ownership passes immediately, not after the last payment.
A separate figure is the company itself: opening an SRL costs €1,300 and takes about a month. Status support costs €1,300 and takes about 3 months, at the client's choice. The full cycle takes roughly up to 4 months.
DOES BUYING AN APARTMENT GIVE YOU A RESIDENCE PERMIT IN THE EU
The residence permit comes from the structure around the apartment, not from the apartment itself. The ground is what the state can verify: a company with real activity, a rental formalized by a contract, declared income and an employment contract.
Today a European status is sold through two doors. The first is investment programs: the entry thresholds there are many times higher, and some of these programs in the European Union have closed or been tightened in recent years. The second is relocation: a status that requires changing your country, your job and your children's school. For a person who lives in Ukraine, does business here and keeps capital here, both doors are closed — not legally, but in terms of how their life is built. The third route requires neither: it requires a properly assembled structure.

HOW THE STRUCTURE IS ASSEMBLED: 5 STEPS
Step 1. A Romanian company, an SRL. The registration is handled by our management company while the owner stays in Ukraine. The output is the registration documents: the company has a number, an address and a shareholder, and it is visible in the state register.
Step 2. Real estate in the company's name. An apartment in a completed building, about €100,000, a 30% down payment, the remainder in an interest-free installment plan.
Step 3. An official rental: a contract and the company's declared income. For some properties a tenant is already lined up — the rental starts not with a search for a tenant but with a signature.
Step 4. The owner's employment contract with their own company.
Step 5. A residence permit based on that contract. The banking part runs in parallel: Romanian banks, including BRD and BCR, usually review a prepared case from a week.
The property belongs to the owner: the company is opened in their name, and they remain its shareholder and the person who manages it.

CAN THE DEAL BE CLOSED WITHOUT LEAVING UKRAINE
There are three ways to sign the contract, and we name them openly: in person, by power of attorney, or through the management company. The third is fully remote: all matters in Romania are handled by our management company while the owner stays in Ukraine and runs their affairs here. The chosen method is recorded in the written opinion before the deposit.
Personal presence is required at one stage — applying for the residence permit card: the state issues the status to a person. But the owner does not go there alone. The case is prepared by the company's lawyer, the owner attends the interview together with the lawyer, and after that the lawyer handles communication with the inspectorate until the result.
All work is done officially, under a contract that sets out the timelines, the amount and the working procedure. The company's licenses are publicly available on the website, and they can be checked before the first conversation.
AFTER HOW MANY YEARS CAN YOU APPLY FOR EUROPEAN UNION CITIZENSHIP
After 3 years — provided there are legal grounds — the owner obtains European Union citizenship. These years are counted not by the apartment but by the structure: the company, the income, the contract and the card, which existed and were maintained throughout this time.
There is no promise of a passport here — there are grounds on which documents are accepted for review. It is also worth understanding which document we are talking about: a Romanian citizen's passport is a European Union passport, equal in rights to the passport of any other country of the Union.
The residence permit card is a working document, not the finish line: it lives exactly as long as the company, the rental and the contract underneath it. That is why the structure is maintained — accounts are kept, reports are filed, income is declared.
WHERE THE GROUND MOST OFTEN BREAKS AND HOW TO FIX IT
The element that breaks most often is the fourth one — the rental. The apartment is registered, the company is set up, but there is no lease agreement: the money comes in bypassing it.
For the state, such income does not exist, and where there is no income, there is no ground.
Renewal runs into trouble not because of the apartment but because of reporting in which the income is not visible. It is completed the same way the structure was assembled: with a lease agreement and declared income. The correction route is determined by the assessment — based on documents, not on impressions.
